{"id":26604,"date":"2021-09-23T12:29:03","date_gmt":"2021-09-23T11:29:03","guid":{"rendered":"https:\/\/blog.blueventures.org\/?p=26604"},"modified":"2021-09-23T13:31:02","modified_gmt":"2021-09-23T12:31:02","slug":"connecting-the-dots-sasi-and-co-management-in-maluku-indonesia","status":"publish","type":"post","link":"https:\/\/blog.blueventures.org\/en\/connecting-the-dots-sasi-and-co-management-in-maluku-indonesia\/","title":{"rendered":"Connecting the dots &#8211; &#8216;Sasi&#8217; and co-management in Maluku, Indonesia"},"content":{"rendered":"<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">This post is the second of a 3-part series on the use of customary law (<em>sasi<\/em>) by communities from Maluku archipelago in Indonesia and how these practices have helped communities to rebuild their fisheries. <\/span><a href=\"https:\/\/blog.blueventures.org\/en\/revitalising-sasi-relying-on-indigenous-laws-and-traditions-to-protect-the-ocean-in-maluku-indonesia\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Read part 1 here<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><\/p>\n<hr \/>\n<p><span style=\"font-weight: 400;\">Three years ago, I jumped onto a Blue Ventures\u2019 boat and was privileged to support a vibrant network of communities from Southeast, Central and North Sulawesi Provinces managing small-scale octopus fisheries. My work mainly included the provision of technical assistance in fisheries monitoring and management.\u00a0<\/span><span style=\"font-weight: 400;\">A year later, we had the opportunity to scale-up our work to more regions where we worked with more local community-based organisations from East and West Nusa Tenggara and Maluku Provinces. We set out for Haruku island &#8211; another chance to visit Eliza Kissya \u2018Om Eli\u2019 &#8211; the head of the <\/span><i><span style=\"font-weight: 400;\">Kewang<\/span><\/i><span style=\"font-weight: 400;\">, and his family who had become like family to me, to document how the application of <\/span><i><span style=\"font-weight: 400;\">sasi<\/span><\/i><span style=\"font-weight: 400;\"> had contributed to the management of community fisheries zones.<\/span><\/p>\n<blockquote><p>the most effective coastal and marine resource conservation happens when local communities own the process&#8230; because their livelihoods are highly dependent on these resources&#8221; &#8211; Jefferson Tasik, Yayasan Baileo Maluku<\/p><\/blockquote>\n<h3><i><span style=\"font-weight: 400;\">Sasi<\/span><\/i><span style=\"font-weight: 400;\"> and partnership: Yayasan Baileo Maluku<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Born out of an activist research project in 1988, Yayasan Baileo Maluku started investigating the use of community customs in conservation (<\/span><i><span style=\"font-weight: 400;\">masyarakat adat<\/span><\/i><span style=\"font-weight: 400;\">) that are part of <\/span><i><span style=\"font-weight: 400;\">sasi<\/span><\/i><span style=\"font-weight: 400;\"> in different islands in Maluku Province. The findings were documented in a book &#8211; \u2018<\/span><a href=\"https:\/\/insistpress.com\/katalog\/orang-orang-kalah-roem-topatimasang\/\" target=\"_blank\" rel=\"noopener\"><i><span style=\"font-weight: 400;\">Potret Orang-orang Kalah<\/span><\/i><\/a><span style=\"font-weight: 400;\">\u2019 (the picture of defeated people) that notes the struggles of communities in maintaining their culture in a rapidly modernising world. This research showed that communities relying on culture and customs like <\/span><i><span style=\"font-weight: 400;\">sasi,<\/span><\/i><span style=\"font-weight: 400;\"> needed to collaborate with others to preserve and strengthen these customs, forming networks to raise awareness to ensure recognition as a powerful part of community-based conservation plans. <\/span><span style=\"font-weight: 400;\">To maintain <\/span><i><span style=\"font-weight: 400;\">sasi<\/span><\/i><span style=\"font-weight: 400;\">, a collaborative network called Baileo meaning \u2018a house to gather and discuss\u2019, was formed to ensure that the Indigenous peoples and community traditions are protected. Through this network, Baileo is able to share information, update on issues, and act on challenges through collaboration and coordination. By relying on <\/span><i><span style=\"font-weight: 400;\">sasi<\/span><\/i><span style=\"font-weight: 400;\">, Baileo supports the community to preserve their environment and prohibit damaging activities on the island. --smush-placeholder-aspect-ratio: 294\/220;\" \/><\/a><div class=\"tiled-gallery-caption\">Om Eliza showcasing the maleo bird conservation work that he leads | Photo: Indah Rufiati, Blue Ventures.<\/div><\/div><\/div><\/div><\/div>\n<p><span style=\"font-weight: 400;\">Prior to the partnership with Blue Ventures, Yayasan Baileo had a project with <\/span><a href=\"http:\/\/www.burung.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Burung Indonesia<\/span><\/a><span style=\"font-weight: 400;\"> on community-based conservation on Haruku Island covering the terrestrial and marine areas. This project closely applied <\/span><i><span style=\"font-weight: 400;\">sasi<\/span><\/i><span style=\"font-weight: 400;\"> in its design and implementation by involving the <\/span><i><span style=\"font-weight: 400;\">kewang<\/span><\/i><span style=\"font-weight: 400;\"> from Haruku Village through Eliza Kissya. The project aims to use the villages of Haruku and Sameth who have relied on <\/span><i><span style=\"font-weight: 400;\">sasi<\/span><\/i><span style=\"font-weight: 400;\">, as models of community-based conservation so that other communities and stakeholders can learn from them. Another goal is to ensure that these community-managed marine conservation areas are legally recognised as marine conservation areas. <\/span><span style=\"font-weight: 400;\">To improve the efficiency of the application of <\/span><i><span style=\"font-weight: 400;\">sasi<\/span><\/i><span style=\"font-weight: 400;\"> in community-based conservation approaches, Yayasan Baileo conducts ecological and socio-economic surveys and shares the results with the community. The integration of data with <\/span><i><span style=\"font-weight: 400;\">sasi<\/span><\/i><span style=\"font-weight: 400;\"> allows the community to monitor their progress and also advocate for the use of other conservation approaches. For example, a past assessment of the community marine areas has led to the setup of zones comprising no-take zones where no extraction is allowed; a sub-zone, a fishing zone, tourism zone and a rehabilitation zone (areas previously affected by bomb fish). Another major goal is to get recognition from the government and stakeholders through sharing of best practices.\u00a0<\/span><span style=\"font-weight: 400;\">I am pleased to note that the use of <\/span><i><span style=\"font-weight: 400;\">sasi<\/span><\/i><span style=\"font-weight: 400;\"> has led to the growth of\u00a0 community based conservation. We have also seen the expansion of conservation areas grow from Haruku village to Sameth Village, increasing the area under protection and to a wider range of species.
